SPENCER was born on 7 October 1921 in Catawba County, North Carolina.791 She died on 16 July 2012 at the age of 90 in Pallative Care & Hospice of Catawba Valley, Newton, North Carolina. Her obituary appeared as follows: CONOVER Frances Spencer Winters, 90, of Conover, went to be with her Lord Monday, July 16, 2012, at Palliative CareCenter and Hospice of Catawba Valley. Born Oct. 7, 1921, in Catawba County, she was the daughter of the late Robert Alexander Spencer and Eva Nancy Gantt Spencer. She was a life-long member of Concordia Lutheran Church in Conover, where her family was very active. Her grandparents donated the land where Concordia Lutheran Church stands today. Affectionately known as "Fran" by her family, Frances was a devoted mother, grandmother, and great-grandmother. In addition to her parents, she was preceded in death by her husband, J. Olin Winters; sisters, Martha Spencer, Rena Spencer, Mary Justice, Myrtle Winters, Zula Rockett, Thelma Smith; brothers, Frank Spencer, Marion "Pete" Spencer, Richard "Bud" Spencer; and son-in-law, Terrell Hayman. Survivors include daughters, Cornelia Winters Allman and husband, Michael, of Conover, Rebecca Winters Hayman, of Greensboro; sister, Hilda S. Price, of Conover; grandsons, Eric Hayman and wife, Melanie, of Purcellville, Va., Kyle Hayman and wife, Tammy, of Conover, Todd Smith, of Granite Falls, Shea Allman and wife, LeAnn, of Lincolnton; great-grandchildren, Devin Smith, Jacob Hayman, Raegan Hayman, Trinity Allman, Brock Hayman, Jadyn Allman, Piper Hayman; and a very special friend that Frances thought of as a daughter, Miriam Davis. A Service of Remembrance will be held at Concordia Lutheran Church at 3 p.m. Wednesday, July 18, with the Rev. A. Mark Schudde and Vicar Steve Miller officiating. Burial will follow in Conover City Cemetery. Her family will receive friends from 1:30 to 2:45 p.m. Wednesday prior to the service. Pallbearers will be Shea Allman, Eric Hayman, Kyle Hayman, Billy Price, Harvey Travis, and Tommy Winters. SPENCER and Jacob Olin WINTERS were married on 19 December 1939 in Catawba County, North Carolina.534 Jacob Olin WINTERS, son of Jacob Mark WINTERS and Pearl STEWART, was born in 1917 in Catawba County, North Carolina.534 He died after a brief illness on 1 February 2003 at the age of 86 in Brian Center, Viewmont, Catawba County, North Carolina. He was buried in Conover City Cemetery, Conover, Catawba, North Carolina. His obituary appeared as follows: Jacob Olin WINTERS - Former Conover City Councilman, Mr. J. Olin Winters, age 86, of 513 2nd Ave. Pl. NE, Conover, NC, passed away Saturday, February 1, 2003, following a brief illness at the Brian Center-Viewmont in Hickory, NC. Born July 19, 1916, in Catawba County, he was the son of the late Jacob and Pearl Stewart Winters. Winters was first elected to the Conover City Council in May 1959 and served for 24 years before deciding not to run again in l995. He served as street, budget, and public works commissioner before the city hired its first city manager, J. Ed Robinette in l974. He worked with the city’s only two city managers and had served on numerous boards and commissions. While on the city council, he served as an alternate member of the Western Piedmont Council of Government board and was Conover’s representative to the Catawba River Study Committee. Winters had been involved in many significant achievements of the city, including the successful public-private partnership Conover West Business Park, the construction of the new police station, and public works facilities and the expansion of the city’s utilities capacity. He was excited about the new residential opportunities that are being developed in Conover. He had always been interested in preparing places for people who work in Conover to live. A downtown merchant, he was a member of Concordia Lutheran Church and had been a member of St. Marks Lutheran Church in Claremont for 80 years where he had held numerous church offices. A lifelong member of the Conover Lions Club, he was presented the prestigious Jack Stickley Award two years ago. He was a member of the Thursday morning Bible Study at Concordia and was a member of the Coffee Club at Bowman Drugs In addition to his parents, he was preceded in death by a son-in law: Terrell Hayman; a twin brother: George Winters and brothers: Eulan, Durant, and David Winters. Survivng are his wife: Frances Spencer Winters of the home; Two Daughters & son in law: Cornelia Allman and husband Mike of Conover, Rebecca Hayman of Greensboro; One sister: Maudane Hoke of Statesville; Four Grandsons and wives: Eric Hayman and wife Melanie, Kyle Hayman and wife: Tammy, Shea Allman and wife: LeAnn; Todd Smith; Four Greatgrandchildren: Jacob Hayman, Raegan Hayman, Devin Smith, Trinity Allman; Funeral Services will be held at 3 PM Monday, February 3, 2003 at Concordia Lutheran Church.
